About ISSA

ISS Association is an organization of serving members of the Indian Statistical Service. However, the association also keeps in touch with the retired ISS officers of the country through its various periodical activities. There are many issues that affect the Central Civil Service Officers as a whole. The Association serves as a platform for carrying out consultations to sort out such broad issues.

The objectives of the Association:

  1. To work for the benefit, welfare and development of the Members of Indian Statistical Service and for Social, Cultural And Professional development of members of the service  as well as the Association. 
  2. To take up activities for the extension of knowledge in the fields of official statistics and its role in policy making as is required in the current global scenario.
  3. To act and undertake all activities necessary, conducive, incidental or ancillary to attain the above mentioned objects and more particularly:
    1. To encourage and promote the study and research in the field of modern statistical/ analytical methods and allied subjects;
    2. To co-operate and maintain constructive liaison with organizations interested or working in the field of information management, statistical administration and capacity development in related fields;
    3. To establish academic and recreational facilities for the use of the members of the Association;
    4. To submit views or make representation before Government, other authorities, committees, commissions or other bodies on any subject affecting the interest of the members;
    5. To exchange useful knowledge regarding experience, functions, duties and responsibilities of the officers of the Association;
    6. To arrange lectures, conference, social functions and such other opportunities for interaction among the members either independently or jointly with any other body or bodies;
    7. To promote among the members of the Association a spirit of fellow feeling and to develop mutual association by organizing meetings, cultural programmes and other activities conducive to the attainment of this objective;
    8. To publish circulars, periodicals, leaflets relating to official statistical system and the role of members of the association in policy making;
    9. To encourage research and publication of literature on innovative solutions to modernisation of official statistical systems of the country and information management;
    10. To purchase, take on lease, hire or otherwise acquire or to hold any movable or immovable property rights or privileges and to improve and develop any or all of them which may be deemed necessary or convenient for any of the purpose of the Association;
    11. To invest the funds of the Association in such manner as may from time to time be determined.
    12. To negotiate and enter into any arrangement with other professional bodies, government, municipal or local authority that may deem conducive to all or any of the objects of the Association;
    13. To appoint or employ person or persons that maybe required for the purposes of carrying out the objects and functions of the Association and to pay them or to other persons salaries, wages, gratuities, provident funds, pensions, commission, fees and such other emoluments. 
    14. To create such classes of members such as patrons, affiliated members, Honorary Members, ordinary members as may be considered necessary to promote the above objects;
    15. To accept grants, donations, contributions or subscription from the Members, Governments and others as the case may be, for promotion of the objects of the Association;
    16. To contribute, donate and give aid, pecuniary or otherwise to any person, association, body and/or movement having objects similar to those of the Association;
    17. To build, construct, maintain, repair, adopt, alter, improve or develop or furnish any building or works considered necessary or convenient for the purpose of the Association;
    18. To contribute and subscribe for, purchase and ownership of a flat or a building or piece of land and to become member of a co-operative society directly or through the office bearers or other members of the Association for acquiring such ownership for the purpose of promoting the objects of the Association;
    19. To sell, assign, mortgage, lease, exchange and otherwise transfer or dispose off, any property movable or immovable of the Association as may be necessary or convenient for the working of the Association;
    20. To borrow and raise loan from recognized financial institutions and secure its repayment in such a manner as the Association shall deem proper or convenient for furtherance of the above objects;
    21. To prepare and maintain accounts and other relevant records and annual statement of accounts including income and expenditure account and balance sheet of the Association;
    22. To do all such other things as may be necessary for or incidental or conducive to the aims and objects of the Association or allied there to.
